Brooks Announces Projects Approved by COMIDA

Monroe County Executive Maggie Brooks announced that the County of Monroe Industrial Development Agency (COMIDA) approved incentives for five local economic development projects.
“Whether partnering with longtime local employers like Wegmans, or assisting small businesses and start-up companies, Monroe County is working to grow our economy and create more jobs,” said Brooks.
The following projects were approved by COMIDA:
Wegmans Food Markets, Inc. (Lease/leaseback with JobsPlus)

Wegmans Food Markets, Inc. is proposing to construct a new 43,000 square foot Culinary Innovation Center on 5.2 acres on Fisher Road in the Town of Chili. This $22 million project will include a test kitchen and plant that will develop and produce new food products. Current production of soups, sauces and marinades will be moved from the Brooks Avenue location to the new facility. A location in Pennsylvania was also considered for this new project. The project will impact 69 jobs and is expected to create 24 new jobs over the next five years. The applicant seeks approval of JobsPlus. The JobsPlus job creation requirement is seven.

1028 Enterprises, LLC proposes to construct an 8,000 square foot building on 18 acres in the Town of Penfield which will house a day care center. The facility will be leased to a related entity, Kids First Childcare, Inc. which currently operates two other day care centers in Monroe County. The total investment in the new project is $1.5 million and will result in the creation of 20 jobs. The company seeks approval of JobsPlus based on the use of 100% local labor and suppliers to construct the project. The JobsPlus job creation requirement is five.
Corrigan Moving Systems – New York, LLC (Lease/leaseback with JobsPlus)

Corrigan Moving Systems (CMS) is a full-service transportation company providing relocation services for households and corporate customers including office moves, trade show exhibits, document retention and business records management, customized crating of antiques or parts shipments for export, logistics management for manufacturing plants, customs documentation, freight forwarding, ocean and air consolidations. CMS is based in the Midwest with 12 warehouse centers and a transportation system providing moving and storage throughout the world. In 2003, CMS acquired East End Moving & Storage in the City of Rochester. The applicant proposes to purchase 5.3 acres in the Town of Henrietta and will construct a 25,300 square foot facility that will house a more efficient warehouse and operational center with room for future growth. This $2.5 million project will impact 29 existing jobs, and will create six new jobs within five years. The applicant is seeking approval of JobsPlus. The JobsPlus job creation requirement is three.
Van Hook Service Co., Inc. (EquiPlus)

Van Hook Service Co., Inc. specializes in industrial and commercial refrigeration and air conditioning services. Van Hook was founded in 1973 and operates on a 24/7 basis. The company intends to purchase six service vehicles and related equipment to accommodate business growth. The combined cost of the equipment is $176,166. Van Hook employs 42 and will be creating four new full-time positions. Van Hook has been approved for a GreatRebate through the Monroe County Industrial Development Corporation and is seeking approval of EquiPlus. Van Hook was previously approved for a GreatRate/EquiPlus in 2005.

Move BA, Inc. is a new trucking firm specializing in local distribution. Move BA will be purchasing a 2008 International 4300 Truck. The cost of the equipment is $66,971. The company will be creating one new full-time position. Move BA has been approved for a GreatRate through the Monroe County Industrial Development Corporation and is seeking approval of EquiPlus.
The EquiPlus program combines the investment incentives of the GreatRate and GreatRebate programs with the sales tax exemptions offered through COMIDA. Companies that receive GreatRate or GreatRebate benefits through MCIDC for the purchase of equipment can receive an additional sales tax exemption on the purchase of that equipment through COMIDA.
JobsPlus is a tax abatement program that, in addition to sales tax exemption and/or mortgage tax exemption, provides 90% abatement on increased assessment associated with the project in the first year, decreasing 10% per year for a ten-year period.
COMIDA is a not-for-profit, public benefit corporation and governmental agency. Its purpose is to actively promote, encourage, attract and develop job opportunities in the community, by encouraging established businesses to expand locally and attracting new industries to the Monroe County area. COMIDA incentives apply toward the purchase of land and construction of new facilities, the expansion of existing buildings, the purchase of new machinery and equipment, as well as the renovation of existing facilities.
COMIDA does not lend any money to these projects, and projects receiving assistance are required to use 100% local labor. Assistance is provided through tax exemptions and abatements, and access to lower interest rates through tax-exempt bond issues. COMIDA provides this assistance without any taxpayer dollars. Income is generated by the fees charged to applicants. These monies have been reinvested in the community to advance economic growth and job creation.
