Monroe County Airport Authority (MCAA)

The Monroe County Airport Authority (MCAA) is a public benefit corporation that was created to finance, construct, develop, operate and maintain aviation and other related facilities and services with the County of Monroe and is included in the reporting entity of the County.  The Authority is organized under the Public Authorities Law of the State of New York.  The oversight body is the Authority board, which is approved by the County Legislature on the recommendation of the County Executive.  The Chairperson, James G. Vazzana is appointed by the County Executive.  The County's Director of Finance, Scott Adair serves as Treasurer of the Authority and the County Attorney, Daniel M. DeLaus, Jr. serves as the Secretary of the Authority.  David P. Damelio, Director of Aviation, is the Administrative Director of the Authority.  The Authority leases the Greater Rochester International Airport (GRIA) from the County and operates under the terms of a trust indenture dated Sept. 15, 1989, as amended.

Monroe County Airport Authority (MCAA) FAQ’s

 

1.  What is the purpose of the Monroe County Airport Authority (MCAA)?

The Monroe County Airport Authority (the Authority) is a public benefit corporation that was created to finance, construct, develop, operate and maintain aviation and other related facilities and services within the County of Monroe (the County).

 

2.  When was the Authority created and by who?

The Authority is organized under the Public Authorities Law of the State of New York and was created during County Executive Tom Frey’s administration. The original lease and operating agreement was signed September 15, 1989.

 

3.  Does the Authority own the Airport?

The Authority leases the Greater Rochester International Airport (GRIA) from the County and operates under the terms of a lease and operating agreement.

 

4.  What is the purpose?

The Authorities primary responsibility is to promote economic development, maintain safe, secure, efficient and economical air transportation within the County for the benefit of the community, the surrounding region and the air transportation industry.

 

5.  Are my tax dollars paying for airport operations and renovations?

No.  Since the creation of the Authority not one single local tax dollar goes to airport operations or capital improvements.  The airport is 100% self-sufficient.

 

6. How is the Airport Operations paid for?

The airport generates airline revenue from usage fees and non-airline revenue through parking, advertising and concession fees.  This revenue pays for all Airport Operations including salaries, snow removal and all operating services.

 

7.  How are the Airport Capital Improvements paid for then?

Federal Aviation Administration (FAA) grants and Passenger Facility Charges (PFC) along with State Aid are the major sources of revenue to pay for capital improvements.  If the FAA grants and State Aid are not used at GRIA, the money will be allocated to other airports.  The FAA regulated PFC’s are collected from passengers by the airlines and remitted to the airport to pay for approved capital improvements.

 

8.  Are Authority Board Members paid?

No.  Board members volunteer their time to serve on the Authority they are not paid nor compensated in any way.

 

9.  Who is on the Airport Authority Board?

The board consists of seven members.  Current board members are listed on the Monroe County website (www.monroecounty.gov) under Airport Information.  Board members are selected for their professional experience, knowledge and interest in the aviation industry.  They are appointed by the Monroe County Legislature upon recommendation from the County Executive, majority and minority leaders of the Legislature.

 

10.  How often are Board Meetings held?

Authority Board Meetings are normally held every other month.

 

11.  Are the meetings open to the poblic?

Yes.  Board Meetings are open for public attendance.

 

12.  How are issues brought to the Authority?

Airport Issues are brought to the Authority by Board members, the Administrative Director, Secretary, Treasurer, airport staff or public inquiry via correspondence, public hearings or the Airports website.

- Be sure to contact your air carrier before travel to verify luggage restrictions such as total number of bags allowed, size and weight of each bag.

- Be aware of items in your carry on baggage that may slow your process in passing through the security checkpoint. 

- Familiarize yourself with the new security directive regarding liquids & gels in your carry on luggage.  Each passenger is allowed a single, clear, one-quart, zip lock baggie for liquids & gels in quantities of three-ounces or less.  Save time, by packing your zip lock baggies at home. Visit www.tsa.gov for the latest information on this new security directive.

THE FOLLOWING RESTRICTIONS APPLY TO LIQUIDS, GELS, AND/OR AEROSOLS WHEN ENTERING THE STERILE AREA THROUGH THE PASSENGER SCREENING CHECKPOINT

 

*No liquids, gels, and/or aerosols are permitted EXCEPT one clear transparent resealable 1 quart (1 liter) size plastic bag which may contain liquids, gels, and/or aerosols in travel size containers of 3.4 oz (100 ml) capacity or less per container.  The plastic bag containing the liquids, gels, and/or aerosols must be completely closed/sealed and subjected to x-ray inspection separate from accessible property.

 

*You may have the items listed below, but you must declare them to TSA at the screening checkpoint if they are not contained in a clear transparent resealable 1 quart (1 liter) size plastic bag and/or are over 3.4 oz (100 ml).

 

**Baby formula/milk (to include breast milk) baby food and juice in containers if a baby or small child is traveling

**Medications (liquid, gels, and/or aerosol)

**Liquids (to include juice) or gels for diabetic or other medical needs
