2009 District Attorney’s Office Personnel Changes
At the end of 2008, Ken Hyland, Wendy Lehmann, Joanne Winslow, and Vince Rizzo all left the
Monroe County District Attorney’s Office. I would like to take this opportunity to publicly thank
them for their years of dedicated service to the community and the outstanding contributions they
made to our office in their roles in the administration. While they will all be missed personally and
professionally, their departure gives me a chance to put a new management team in place that will
continue to move the office forward to new heights and continue our proud tradition as a great
District Attorney's Office. It is my pleasure today to welcome following people to new roles with
the leadership team of the District Attorney’s Office.
First Assistant District Attorney Sandra Doorley
Sandra has been with the Monroe County District Attorney’s Office for 17 years. She has served as a trial attorney in the Local Court, DWI,County Court, Domestic Violence, and Major Felony Bureaus. In addition she has served as Chief of the DWI Bureau, Deputy Chief of the Major Felony Bureau and most recently as Second Assistant District Attorney. She has tried over 50 felony cases, including 18 homicide cases, obtaining 17 convictions. Sandra is the first woman to serve as First Assistant District Attorney in the history of Monroe County.
Second Assistant District Attorney Tim Prosperi
Tim has been a member of the Monroe County District Attorney’s Office for over 20 years. He served as a trial attorney in a number of Bureaus in the office, including the local court and Special Investigations Bureaus. As an administrator, Tim served as Deputy Chief of the Special Investigations Bureau, Deputy Chief of the Local Court Bureau, and Chief of the Special Investigations Bureau. Tim has prosecuted over 1800 felony narcotics cases, including many major cases resulting from court ordered wire tapping investigations. Tim has prosecuted 16 homicide cases, obtaining convictions in every one.
Chief of Major Felony Bureau Doug Randall
Doug has served as an Assistant District Attorney for 24 years. He has been a trial attorney in the Local Court, County Court, and Major Felony Bureaus. Since 1992 Doug has served as Chief of the Domestic Violence and Child Abuse Bureau. Doug has tremendous experience as a trial attorney, having prosecuted thousands of cases during his career, including People v. David Zacher (2006 double murder and assault of his wife and daughters), People v. David Heil (2007 Rochester City School District teacher convicted of sexually abusing a nine year old student), People v. Ernest Jeffries (2005 Depraved indifference murder of infant), People v. Larry Vought, People v. James Comfort (2003 Serial rapist), People v. Rene Bailey, People v. Barbara Briggs, People v. Patrick Distaffen (1995 Pedophile who sodomized and sexually abused over thirty boys over a period of years at his west side home), and People v. John Hetherington (1993 Shotgun slaying of defendant's wife). Doug has served in many organizations, including the Monroe County Child Fatality Review Team, the Monroe County Domestic Violence Consortium, the Monroe County Elder Abuse Consortium, the Executive Committee of Monroe County Multidisciplinary Child Abuse Investigative Team, and as an Adjunct Professor SUNY
Buffalo School of Law.
Chief of Appeals Bureau Kelly Wolford
Kelly has been with the District Attorney’s Office for over 10 years as a trial attorney and member of the Appeals Bureau. Kelly has served as Deputy Chief of the Appeals Bureau for the last five years and has argued numerous cases before the New York Court of Appeals, the highest court in New York.
Chief of Local Court Bureau Ann Chase
Ann has served with the District Attorney’s Office
for 20 years as a trial attorney in the Local Court, County Court, and Special Investigations Bureau,
and as Deputy Chief of the Special Investigations Bureau and Deputy Chief of the Local Court
Bureau.
Chief of the White Collar Crime and County Court Bureau William Gargan
Bill has been with the District Attorneys Office for 11 years. He has served as a trial attorney in the Local Court, County Court and Major Felony Bureau. Since 2006 Bill has served as Deputy Chief of the Local Court Bureau.
Deputy Chief of Major Felony Bureau Julie Finocchio
Julie has served as an Assistant District Attorney since 1999. She has worked as a trial attorney in the Local Court, DWI and Major Felony Bureaus and as the Chief of the DWI Bureau.
Chief of the Domestic Violence and Child Abuse Bureau Kristina Karle
Kristina Karle has been a prosecutor
for over 10 years, first with Erie County and for the last eight years in Monroe County. She has
served as a trial attorney in the Local Court and Domestic Violence and Child Abuse Bureaus, and
since 2006 as the Deputy Chief of the Domestic Violence and Child Abuse Bureaus.
Chief of Special Investigations Bureau Ray Benitez
Ray has been with the District Attorney’s Office for the last 9 years after a career as a police officer with the Rochester Police Department. Ray has served as a trial attorney in the Local Court, Domestic Violence and Child Abuse and Major Felony Bureaus and as Chief of the Gun Bureau.
Chief of the DWI Bureau Perry Duckles
Perry has been with the office since 2003 and has served as a trial attorney in the Local Court, DWI, County Court and Major Felony Bureaus.

DA Green Named Vice President
Monroe County District Attorney Michael C. Green was elected to the office of vice president of the New York State District Attorney’s Association at the association’s July meeting. In his new capacity, Green will work with association President James Murphy, Saratoga County, to advocate for funding, legislative changes and policy matters of importance to the state’s district attorneys. The election also puts Green in line to be president of the association in 2010. He was first elected to the associations executive committee in January 2004. “The District Attorney’s Association has a long history of advocating for changes that will make our communities safer and protect our citizens,” Green said. I am proud to be a part of this tradition.

Monroe County District Attorney, Mike Green, implements a program to fight bad checks at no cost to merchants and victims to recover funds lost to bad checks.
