James Moore is serving a life sentence for raping and killing Pamela Moss in 1962.

Moore told police he was sexually obsessed with Pamela Moss. He admitted to strangling then raping her. He also admitted molesting other girls.

Former Monroe County District Attorney Mike Green said, "All sides entered into an agreement that he would plead guilty, avoid the death penalty and spend the rest of his life in prison…now to put the family and the community through this parole hearing every two years is fundamentally wrong. "
