Lead Hazard Control Grant

The Monroe County Department of Public Health was awarded a 3-year $3,070,000 "Lead Hazard Control Grant" from the Department of Housing and Urban Development (HUD) Office of Healthy Homes & Lead Hazard Control. The grant will be administered from January 1, 2010 - December 30, 2012.

The grant will increase the city of Rochester’s lead safe affordable housing and reduce housing related health hazards in conjunction with lead hazard control activities. More than $1.9 million will be devoted over three years to fund direct lead hazard control and healthy home interventions in 350 dwellings located in the high risk areas for childhood lead poisoning in the city of Rochester. Reimbursement Homeowner Grants of up to $5,500/unit will be made available for units housing low and very low income residents. In an effort to increase energy efficiency, all windows and doors requiring replacement will meet 2009 Energy Star requirements. Each unit will be evaluated for moisture/mold, need for integrated pest management, fire, carbon monoxide safety, general sanitation (as related to allergies/asthma), and housing safety issues such as adequate lighting. Up to $200 of the $5500 grant can be used for these “Healthy Home Interventions”. Conditions that need to be addressed will be identified in the Grant Work Plan.

A combination of cost-effective interim and abatement controls will be used by Environmental Protection Agency (EPA) Certified Lead Abatement and Renovation Firms to control all identified lead hazards in paint, dust and soil. To keep costs down, all processes related to grant intake, Combined Risk Assessment/Lead Inspections, Work Plans, Job Monitoring and Clearances will be performed by MCDPH grant funded and in-kind staff. Owners who are approved for funding are required to leverage all additional Lead Hazard Control and Healthy Home costs beyond the reimbursable $5,500.

In addition to Lead and Healthy Home Interventions, this grant has several community partners:  

Lead Skills Training and Community Outreach Education Partners

  • The Home Depot is extending its community support by offering discounts on the purchase of Healthy Home safety supplies to participants in the Grant.  Such support is at the core of the firm's building and refurbishing affordable and transitional housing philosophy for communities.
  • The MCDPH's Childhood Lead Poisoning Prevention Program (CLPPP) staff will conduct outreach and education at community events, health fairs, and with local neighborhood groups, health care providers, and pre-schools focusing on at-risk families. CLPPP will also refer families who have a child with an elevated blood lead level. CLPPP administers Lead and Primary Prevention funds from New York State Department of Health that are allocated to attain the CDC Plan to Eliminate Lead Poisoning by 2010.
  • Cornell University-Industrial Labor Relations will provide EPA Lead Abatement Worker training and the new EPA Renovation, Repair & Painting Initial 8-Hour Training.  Training will be provided for low-income residents, contractors, property owners and the general public.  (See Lead Skills Training)
  • The University of Rochester will provide individualized group Healthy Home & Lead Education training. Training will be provided to staff and community groups whose employees are involved in community outreach, home health visits and housing inspections. Employees working at grass roots organizations, Monroe County Public Health, Department of Human Services and Health Care Facilities in the target area are the targeted audience.
  • Metrix Marketing Inc. will expand a targeted and community wide Lead & Healthy Homes Awareness Media Campaign.  The campaign's focus is to create the demand for the use of Lead Safe Work Practices and Develop an Awareness of Healthy Home Interventions

Due to high demand for funding, we are only accepting applications for "occupied" properties that have no more than 4 units. Units housing children under the age of 6 are prioritized as are units housing a child under age 6 with an elevated blood lead level. Funding for properties that have more than 4 units will be considered only in units that house children under the age of 6. After reviewing Grant Fact Sheet and Eligibility Requirements, complete the Application and return Application & Required Documentation to:

Lead Training (FREE)

Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing lead-based paint. This grant funds Free Lead Skills Training. Training is provided by Cornell University – Industrial Labor Relations.

Lead Remodeler Renovator Initial 8-Hour Training*

To become a certified renovator, an individual must successfully complete an 8-hour initial renovator training course and pass the hands-on skills assessment and exam.

Training is FREE and open to the general public. Seating is limited but pre-registration is required (see below).

*As of April 2010, federal law requires contractors to become EPA Lead Certified Renovators. The new Lead Renovation, Repair and Painting rule (LRRP) affects anyone who is paid to perform work that disturbs paint in housing and child-occupied facilities built before 1978.  This includes: residential rental property owners/managers, general contractors, maintenance personnel and trade contractors, including: HVAC, painters, plumbers, carpenters and electricians. Lead Hazard Control Housing Listings

Monroe County is required to maintain a publicly available listing of units in which lead hazards have been controlled under current and past Monroe County Lead Hazard Control Housing and Urban Development Grants. This listing is updated monthly and may not be current at the time of viewing.
