Working Together to Reduce Stormwater Pollution
Established in 2000, the Monroe County Stormwater Coalition is composed of 28 municipal members. By working together, Coalition members are able to comply with the federal stormwater regulations and improve water quality in a cost-effective manner. At this time, the Coalition is funded through membership fees and state and federal grants. However, the Coalition is pursuing a long-term funding strategy.
The Coalition meets on a monthly basis and leadership is provided by a Chairman, Vice-Chairman, and Executive Committee. The Coalition has two staff persons that are housed at the Monroe County Department of Environmental Services. The work of the Coalition is advanced by 4 task groups: Construction/Post-Construction, Education/Public Participation, Illicit Discharges, and Pollution Prevention.
The Coalition implements a wide range of projects and programs that reduce stormwater pollution including public education, training for municipal employees, and assistance with stormwater system mapping. The Coalition partners with several agencies including the Monroe County Soil & Water Conservation District and the Water Education Collaborative at the Rochester Museum & Science Center in order to utilize existing expertise in the community and maximize its efforts.
The Coalition’s work has been honored with the following awards:
- "Environmental Excellence Award" from New York State Department of Environmental Conservation
- “Management Innovation Award” from the American Public Works Association
- “Empire State Award for the Advancement of Stormwater Management” from New York State Department of Environmental Conservation

2009-2010 Shared Annual Report
The Coalition's 2009-2010 Shared Annual Report for the period March 10, 2009 through March 9, 2010 includes Coalition-wide compliance activities that were accomplished during the reporting period and performance measures to evaluate overall effectiveness of each Minimum Control Measure. Reportable activities specific to each Coalition Member may be obtained from the individual municipality. The Public is encouraged to review these materials and provide comments to the Coalition Staff at the phone numbers listed above, or to the Coalition Member's Representative as provided below.

Coalition Pollution Prevention Projects
Developing an Effective Municipal Pollution Prevention and Good Housekeeping Program (June, 2008)
The Coalition has prepared a guidance manual to provide a planning process for the Municipal Separate Storm Sewer System (MS4) to identify the municipal operation activities that generate pollutants and the Best Management Practices (BMPs) applicable to these activities. Successful completion of this process will help ensure the MS4 is able to meet all State requirements for Minimum Measure 6, Pollution Prevention and Good Housekeeping for Municipal Operations.
