The site has been designed to provide insight to both Monroe County employees and the public into the mission of the department. You will also find current civil service examination announcements and other recruitment efforts specific to Monroe County government.

Five Divisions of HR

The department of Human Resources consists of five divisions.

Administration

The administration division of the department of Human Resources is responsible for the administration and management of all Human Resource programs conducted by the department for Monroe County. This division also initiates and monitors new programs and initiatives.

In addition, the five Civil Service Commissioners are part of administration. The Commissioners meet monthly to assure that Monroe County and its 66 other Civil Service jurisdictions are in compliance with the New York State Civil Service Law and the Rules of the Monroe County Civil Service Commission.

Employment Services and Affirmative Action

The division of Employment Services and Affirmative Action is responsible for all facets of the Equal Employment Opportunity Laws as originally defined in executive order 11246 in 1965, and the further amendments throughout the years. This includes recruitment, retention, promotion, enforcement, training , etc. In addition, it also coordinates the identification card program, personnel file review and has responsibility for the Human Resources’ reception area.

The division processes discrimination charges by employees and customers, and is responsible for providing pro-active policy awareness training for all employees. Training conducted pertains to diversity, sexual harassment, and the Americans with Disabilities Act (ADA).

Personnel and Civil Service

This division is comprised of two units, Personnel and Civil Service. In addition to the two unit’s separate functions, they both provide support to the Monroe County Civil Service Commission which is responsible for approving appointments, position classification, and the administration of civil service examinations for Monroe County government and the other civil jurisdictions of the Monroe County Civil Service Commission.

Personnel Unit

The Personnel unit serves in a liaison capacity to Monroe County departments and the other civil service jurisdictions of the Monroe County Civil Service Commission. The unit provides assistance to County departments in the areas of Civil Service Law, County policies and practices, recruitment and appointments, labor contract compliance, and position classification. In addition to the County departments, this unit also provides civil service assistance to the 66 other jurisdictions of the Monroe County Civil Service Commission which includes all Monroe County towns, villages, school districts, the Rochester City School District, fire districts, libraries, Monroe Community College (MCC), and the Monroe County Water Authority. Reviewing and approving the qualifications of applicants for Civil Service examinations and other appointments is an important function of this unit.

Civil Service Unit

The Civil Service unit administers the civil service examination process for competitive class positions, maintains civil service eligible lists, provides certifications of the eligible lists, and interprets the New York State Civil Service Law for Monroe County departments and the 66 other jurisdictions of the Monroe County Civil Service Commission. The unit is also responsible for payroll certification for all jurisdictions under the Monroe County Civil Service Commission. Civil Service examinations are given from September through June each year.

Labor Relations

The Labor Relations division negotiates collective bargaining agreements with eight Unions that represent Monroe County employees. These Unions represent approximately 88% of the full-time County workforce. The division also administers the collective bargaining agreements, including handling grievances, arbitrations, improper practice charges, and other employment-related matters with the Unions.

The division advises County department heads and administrators on labor relation issues, including discipline and contract interpretation.

Employment Support Services

The division is comprised of three units:

  1. Training and Staff Development
  2. Employee and Retiree Benefits
  3. Employee/Civil Service Jurisdiction History and County Payroll

 

Training and Staff Development

The Training and Staff Development unit conducts needs assessments and develops training programs based on the information gained from the assessment, manages the County’s tuition assistance/reimbursement program, leads the County’s continuous review and amendment of its Strategic Framework, and manages the Quality Coach program.

A great accomplishment of this unit is the development of the County’s Supervisory Skill Development program. The program consists of seven, eight-hour modules. The Empire State College has approved the program for three credit hours.

Employee and Retiree Benefits

The Employee and Retiree Benefits unit manages the mandatory and discretionary benefits available to Monroe County employees and retirees. Some of the programs are the New York State Employee Retirement System (NYSERS), Flexible Spending Account (FSA), health and dental plans, Workers’ Compensation, Pre-tax Parking, and unemployment insurance.

Employee/Civil Service Jurisdiction History and County Payroll

The Employee/Civil Service Jurisdiction History and County Payroll unit is responsible for creating and maintaining history files for both civil service jurisdiction employees and Monroe County employees. In response to subpoenas and institutions conducting credit histories, the unit verifies requests for employee information. The unit also conducts audits and ensures the accuracy of the Monroe County payroll.

Monroe County government prohibits discrimination in employment, program activities, procurement and contracting against any person due to such person's age, marital status, disability, genetic predisposition or carrier status, race, color, creed, sexual orientation, sex or national origin.

Monroe County services and programs are located in accessible facilities. Reasonable disability related accommodations needed to apply for or receive services, or for employment, may be requested of the applicable department, preferably five to seven days in advance. Examples include, but are not limited to, requests for sign language interpreters, requests that
information be provided in alternative formats, or requests for staff assistance.
