New York State Training Requirements for Child Care
- Health and Safety Course:
10 hours for all persons prior to becoming licensed or registered as a Family or Group Family Child Care Providers. - 15 hours must be completed within first six months.
- 30 hours of training must be completed during each registration/licensing period.

EIP–NY State Child Care Education Incentive Program (1-800-295-9616)
EIP is a scholarship program to assist providers who are income eligible. Grants may be used toward cost of workshops, college classes and other educational opportunities. Click on Related Links for more information.
Free Child Care Video Classes
The New York State Office of Children and Family Services sponsors video courses monthly administered by the SUNY Early Childhood Education and Training Program. These courses are free of charge to all family and group day care providers. Two classes per month are held at two different sites. Pre-registration by mail is required. Day Care Subsidies
Day care subsidies help parents/guardians who are striving to be self sufficient by giving them choices in child care arrangements and by helping them pay for quality child care. Day care subsidies are provided to individuals to:
- Assist them in transitioning from temporary assistance into work.
- Support children while parent/guardian participates in drug, alcohol or mental health services.
- Assist working poor to maintain employment by paying a portion of child care costs. DHHS can authorize day care to registered providers as well as to informal providers. All new providers are subject to an on-site visit to verify provider and child information.
Qualifications
Families with adults who are working but are earning lower incomes might qualify for a day care subsidy. Families with income levels falling within a specific range are eligible. Currently, new applications are being accepted for families whose gross income is less than 140% of the poverty level. The following shows Total Gross Household Income eligibility levels according to family sizes:
- Family size of 2: Eligibility level is $16,968
- Family size of 3: Eligibility level is $21,364
- Family size of 4: Eligibility level is $25,760
- Family size of 5: Eligibility level is $30,156
- Family size of 6: Eligibility level is $34,552
To apply for a day care subsidy please call the DHS Application Line 585 292-3960 to request a Child Care Application. Complete the application and send it to the Assessment Team, Room 120, 111 Westfall Road, Rochester, New York 14620. The application will be reviewed and assigned to an Intake Worker for eligibility determination. Families who are receiving Temporary Assistance will work with their care worker (i.e., day care). Families receiving FS, Medicaid or who receive no public benefits, but who are eligible, based on income, will be assigned to the Income Eligible Day Care Team for ongoing day care support and authorization.
