The Planning and Development Department provides and coordinates a broad range of programs focusing on job retention and creation, employment and training services, land use planning and resource conservation as well as housing and neighborhood preservation. The department integrates planning services with economic and community development activities through partnerships with local governments and the private sector. The Planning and Development Department consists of several divisions which include Community Development, Economic Development, Planning Division, and Workforce Development.
The Department is also affiliated with the County of Monroe Industrial Development Agency (COMIDA) and staffs the Monroe County Industrial Development Corporation (MCIDC) and the Monroe County Sports Development Corporation (MCSDC).

GIS/Mapping Services
The Department of Planning and Development has been an active force for the implementation and development of the countywide GIS for Monroe County since the early 1990s.
The mission of the GIS/Mapping Unit is to provide GIS, mapping and other related services to the department to maximize the effectiveness of the various divisions within the department, and to provide land use planning related GIS/Mapping services to the municipalities and the general public. Currently, we maintain the following land use planning related GIS data layers:
- Municipal Zoning
- Municipal Comprehensive Plan
- Municipal Open Space Plan
- Monroe County Agricultural Districts
- Monroe County Historical Sites
