The Rochester-Monroe County Youth Bureau is a planning, funding and coordinating agency dedicated to developing, implementing and evaluating a comprehensive system of services for youth in the Rochester and Monroe County community.
We believe youth and their families deserve the best services possible. To make this happen, we:
- Help plan and coordinate services for youth
- Assess youth needs to determine funding priorities
- Promote partnerships with agencies to provide comprehensive services
- Provide funding to youth service agencies
- Monitor and evaluate Youth Bureau funded programs to ensure quality services
- Coordinate Runaway and Homeless services for youth
- Study/examine different segments of the youth services system and issues that affect youth
- Advocate for legislation, systems change, and funding to improve/assist the youth services system
The Rochester-Monroe County Youth Bureau, in their commitment to Positive Youth Development, facilitates the Community Asset Initiative for Monroe County. The Asset Initiative, developed by the Search Institute, promotes Asset Building through positive youth development through Monroe County. The Community Asset Partner Network meets monthly to share and support local communities and organizations in their asset building efforts for all youth and their families.

Award Details
For more than 10 years, the Rochester-Monroe County Youth Bureau has worked with the Monroe County Legislature to identify and honor exceptional youth and youth advocates for their contributions to our community. Each year, outstanding youth and adults have been nominated for consideration as award recipients. On June 15, 2005, County Executive Maggie Brooks and President of the Monroe County Legislature, the Honorable Wayne E. Zyra, personally announced and honored award recipients in four separate categories. The four categories were:
- Young Citizen of the Year (ages 12 and under)
- Young Citizen of the Year (ages 13–15)
- Young Citizen of the Year (ages 16–21)
- Willie W. Lightfoot Youth Advocate of the Year
The Rochester-Monroe County Youth Bureau and the Rochester-Monroe County Youth Board issued a Call for Nominations in February, 2005. Seventy-one (71) nominations were received and 25 youth and adults were honored.

Capacity Building
Capacity Building (formerly Best Practices Partnership) Mission
The Best Practices Partnership is a voluntary group of management level youth and family providers that come together to learn, share, communicate, plan and empower each other. Along with the Best Practices Implementation Team, funders, organizations, staff, youth and families, the Partnership identifies and develops the critical organizational elements and functions that must be impacted to implement and maintain best practice consistent with Community Youth Development philosophy.
This includes:
- Creating learning environments within the organization
- Assessing what is working and contributing to implementing Best Practice
- Developing consistent frameworks for implementing Best Practice
- Identifying barriers and issues to implementation and recommendations to address and resolve.
