Dinolfo Appoints Frelier as Director of Transportation

County Executive Cheryl Dinolfo announced the appointment of Timothy Frelier as Director of Monroe County’s Department of Transportation (DOT). Frelier currently serves as Deputy Director of Transportation and Head of the Highway Engineering and Operations Division.

“I am thrilled to welcome Tim Frelier as the new Director of Transportation for the County,” said Dinolfo. “Tim’s lifetime of service in the Department gives him the skills and institutional knowledge to maintain continuity in an organization that is so vital to the public interest. He is uniquely qualified to lead the Department and oversee the County’s major planned infrastructure investments in the years to come.”

Frelier first joined County government as a Transportation Project Manager in 1997. Promoted to Associate Engineer supervising the Highway Engineering Division in 2000, he was responsible for planning, design and construction management of all County capital projects and major highway maintenance projects. He also supervised all snow and ice contracts and infrastructure maintenance agreements with local municipalities from 2000 through 2017. He received a B.S. in Civil Engineering from Calvin College and is a licensed Professional Engineer in the State of New York. He lives in Penfield with his wife Susan and they have three grown children.

He replaces former DOT Director Terry Rice, who retired in October. Terry was Monroe County’s Transportation Director for 17 years.

“I thank Terry for his years of dedicated service to the residents of Monroe County,” said Dinolfo. “His legacy will continue to be felt in the professionalism of the Department and the many capital projects Terry oversaw during his tenure. We wish him the very best.”
