  • Maintains a database registry of more than 90,000 children who have been tested for elevated blood lead levels throughout Monroe County that includes all medical and environmental management information on each child.
  • Provides medical case management and educational outreach to families for all children with blood lead levels >=10 µg/dl (micrograms per deciliter).
  • Conducts environmental investigations of primary and secondary residences of children 0-72 months of age with venous lead levels >=10 µg/dl.  Investigations include a full educational intervention as well as the identification of conditions conducive to lead poisoning (lead hazards), issuance of a Notice and Demand to the property owner to eliminate the hazards by a specified time-frame, and reinvestigation to verify compliance. Each unit must also pass a “Lead Dust Clearance.” The Lead Program enforces the NYS Sanitary Code Part 67-2, the Monroe County Sanitary Code and Public Health Law relating to lead hazards.
  • The Notice and Demand requires Lead Safe Work Practices Training for all persons conducting the lead hazard control work. The purpose of this class is to provide workers with information they need to understand that lead-based paint can create health hazards and using proper work practices can control hazards. The Monroe County Department of Public Health provides this training for FREE.
  • Provides community-wide education on lead poisoning issues to the general public, health professionals, property owners, painting contractors, parent groups, etc. This is provided in the form of formal presentations, informational kiosks throughout Monroe County, distribution of informational brochures, Health Fairs, Home Shows and Exhibitions.
  • Responds to complaints of improper/unsafe lead hazard control activities and issues Cease and Desist Orders to stop unsafe practices, order cleanup of lead contamination, and assures that cleanup is performed properly.

Lead Skills Training (FREE)

Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing lead-based paint, which can be harmful to adults and children. This grant is funding Free Lead Skills Training. Training is located in Rochester, New York and is provided by Cornell University – Industrial Labor Relations.

 

Training is Free and open to the general public

Seating is limited and pre-registration is required.

Currently 2 Different Lead Skills Training Class are being Offered:

1. Lead Safe Work Practices (8 hours)

 *TRAINING DATES: January 19th, February 16th, March 9th, April 6th, May 4th, June 8th, July 20th, August 10th, September 14th, October 5th, November 9th, and December 7th

* FREE LUNCH provided for registrants wishing to stay for a 45-minute “Healthy Home” presentation during lunch break. "Healthy Homes" is a century-old concept that promotes safe, decent, and sanitary housing as a means for preventing disease and injury.

The purpose of this full-day course is to provide workers with the information they need to understand that lead-based paint can create health hazards and that such hazards can be controlled by using proper work practices.  This course is also designed for workers who perform paint stabilization, interim controls, or standard treatments. Property Owners applying for a Monroe County HUD Lead Hazard Control Grant must complete this course. 

2. Lead Remodeler Renovator Refresher (4 hours) *

TRAINING DATES: January 20th, February 17th, March 10th, April 7th, May 5th, June 9th, July 21st, August 11th, September 15th, October 6th, November 10th, December 8th

The Lead Remodeler Renovator Refresher is a half-day refresher course that is targeted to those individuals who previously completed the Lead Safe Work Practices, EPA Lead Abatement Worker or EPA Lead Supervisor Training. Students must successfully complete a half-day renovator refresher training course and pass the hands-on skills assessment and exam.  Note: Applicants must submit 1 color passport photo with identifying name on the back (or a 600 x 600 pixel jpeg image having 24-bit color depth with a maximum file size of 240 KB on CD with identifying name written on the CD). 

*After April 2010, the new federal law will require contractors to become EPA Lead Certified Renovators. The new Lead Renovation, Repair and Painting rule (RRP) affects anyone who is paid to perform work that disturbs paint in housing and child-occupied facilities built before 1978.  This would include: residential rental property owners/managers, general contractors, maintenance personnel and trade contractors, including: HVAC, painters, plumbers, carpenters and electricians.
