Q. What holidays will Monroe County observe in 2007?
Monroe County offices will be closed on the following holidays in 2007:

Q. When is the Department of Human Resources open?
The department is open to the public between the hours of 9:00 AM and 5:00 PM Monday through Friday, except on holidays observed by County Departments.
Q. How many people are employed by Monroe County?
As of July 30, 2005, the number of filled positions are: full-time 4,205; part-time 592.

Q. How can I obtain Labor Contract information?
There are eight unions representing Monroe County employees. For further information regarding these unions, please contact the division of Labor Relations in the Department of Human Resources at 585 753-1706.

Q. What if I have moved since taking the test?
If you have moved and have applied for a Civil Service Exam or have recently taken an exam and are awaiting results, please complete the Change of Address Form and return it to the Human Resources Department. Be sure to fill out the form completely, so your examination records can be accurately updated.
Q. If I take an exam and am subsequently placed on a civil service eligible list, where are the eligible lists used?
All Monroe County departments, all towns, villages, school districts, and suburban fire districts, the Monroe County Water Authority and Monroe Community College, use the lists resulting from these tests to fill competitive positions. Positions with the City of Rochester, including the Police Department and Fire Department, but excluding the City School District, are filled from tests administered by the City of Rochester Civil Service Commission. The State and Federal governments administer their own tests.
If you are interested in a job (untested) in a local government agency other than in Monroe County departments, apply directly to that town, village, school district, etc.
Q. When will I find out my score on the examination and where I am on the eligible list?
Test results are received from the New York State Civil Service approximately two months after an exam is held. You will be notified by mail of your score and placement on the eligible list for that title. An eligible list is a ranked listing of all passing candidates from a Civil Service exam. All eligible candidates are listed first in order of score, then alphabetically within each score. An eligible list is established for a minimum of one year and can be extended to a maximum of four years. You may view eligible list online.
Q. What will be on the test(s)?
You can find out what areas each test will cover from the exam announcement under the heading “Scope of Examination.” Announcements are distributed approximately four weeks prior to the closing date for filing an application. Exam announcements are available in the Monroe County Department of Human Resources or on this web site.
Q. What happens after I apply for the test(s)?
Applications for examinations are reviewed approximately two weeks after the application deadline. Applicants who do not meet the qualifications are notified by mail and are given one week to respond with additional information. Individuals that meet the minimum qualifications are notified by mail at least one week prior to the test date of the test location and other instructions.

If you apply for more than one Civil Service Exam, you must complete one application for each exam you wish to take.
Most exams require that you pay an application fee. Check the exam announcement to see if a fee is required. Only checks or money orders are acceptable for payment. Payment must accompany your application. In some cases, the fee is waived because of financial hardship. Check the exam announcement and the last page of the application for details.
If you have applied for one or more examinations offered by Monroe County and the City of Rochester, New York State or another County Civil Service Commission on the same date, you must complete a crossfiler form, which is available at the link below. You do not need to fill out this form if you are taking multiple exams with one agency.
Veterans wishing to claim additional examination credits as a veteran or disabled veteran of a period of war or conflict as prescribed by the Veteran’s Administration must file Form VC-1 and/or Form VC-4 along with a copy of their discharge papers (DD-214) prior to 30 days after the examination date.
If the exam you are taking requires a qualifying typing performance test and you have already completed a typing test, please read and complete a Typing Test Waiver Form. The exam announcement will inform you if a typing test is required and the minimum words per minute required to qualify.

Q. How do I know what jobs are available?
You are welcome to apply for:
- Any test which is currently announced.
- Any untested position which has been posted.
The titles and a description of the positions are posted. This information, as well as applications and examination announcements, is available from the Monroe County Department of Human Resources. It is recommended that you check the listing of current tests every two weeks so you do not miss the opportunity to apply for upcoming tests. Positions which are posted and not subject to a test, are generally posted for 10 days.
Most positions/tests have a four month Monroe County residency requirement.
Q. What positions do not require a test?
There are three types of positions which have no test requirements.
Exempt positions are those where the employer decides the qualifications of applicants and chooses the person they want to hire. The process is similar to that found in private industry.
Non-Competitive positions have specific education and experience requirements which you must meet. Employers choose from among the qualified people who apply. Included in the non-competitive class can be a competitive position that is reclassified for a disabled applicant (Section 55a of Civil Service Law).
Labor positions have no requirements. Employers may choose anyone for these jobs. However, they frequently select individuals with the best work record.
Q. Do I have to take a test?
Some positions require that you take a test to be considered for a permanent job. These are called competitive positions.
For competitive positions when there is no list of tested applicants, a person may be appointed “provisionally” (temporarily) until the results of the next test are established. The provisional employee must score high enough to be permanently appointed or else be removed from the job.
Q. What is Civil Service?
Most jobs in local government fall under the Civil Service System. A “Civil Service” employee can be anyone from a deputy sheriff, secretary, registered nurse, mechanic, a nurse’s aide, attorney, accountant, laborer, food service worker, etc. Different jobs have different requirements.
Q. How may I receive notification of when a specific civil service exam or job title will be announced?
If you wish to receive automatic notification via e-mail of when a specific civil service exam or job title will be announced, please register with our E-Notifier. The E-Notifier is located at the top of every page in the Monroe County website. Just click on the E-Notifier and follow the registration instructions. Under the Civil Service Exams/Job Announcements Section, just check the areas you are interested in and you will automatically receive announcement information as soon as it becomes available.
