Employment Programs

Monroe County Department of Human Services is committed to building a strong workforce in our community through the following activities:

The Department of Human Services (DHS) received funding from New York State Office of Temporary and Disability Assistance (OTDA) to operate three exciting new subsidized employment initiatives to help ease the burden for employers hiring new employees. The initiatives provide funding to reimburse 100% of the wages for qualified new employees in the following areas:

Health Care Jobs

DHS will reimburse the wages for 75 to 120 new health care jobs for a minimum of $8.50 per hour for at least 30 hours per week and up to 6 months of employment. All program participants will attend 15 hours of pre-employment readiness and retention training. The training curriculum will include basic interviewing, workplace behavior and employer expectations, financial literacy, overview of the healthcare industry including opportunities for training and advancement.

  • Home Health Aides
  • Patient Care Technicians
  • Certified Nursing Assistants (CNAs_
  • Specimen Processing Technicians
  • Phlebotomy Technicians
  • Unit secretaries
  • Community Health Outreach workers
  • Hospital Dietary
  • Hospital Environmental Services

Transitional Jobs

DHS will subsidize a combination of training and employment openings that exist or that can be created in the public or private sector with priority for opportunities for continued unsubsidized employment, such as, but not limited to:

  • Child care
  • Manufacturing
  • Customer Service
  • Health care
  • Social and human services
  • Retail and hospitality
  • Clerical administrative assistance
  • Transportation
  • Construction/outdoor maintenance

Both the Employer and Employee will receive follow up support services to make these successful placements.

Green Jobs

Monroe County will subsidize 42 positions in the “green” industry in areas such as:
Earthen Architecture – building energy efficient earthen structures that promote environmental conservation as well as economical shelters;
Environmentally responsible deconstruction of condemned properties in the City of Rochester; Weatherization, building and retrofitting; Urban gardening, farmers markets and landscaping

Rochester Landscape Technicians Program

The Department of Human Services contracts with Rochester Landscape Technicians Program (RLTP) whose mission is to stretngthen transferable work skills in youth and adult workers so they can better overcome challenges to employment. They achieve this through an experimental model that utilizes their expertise, resources, and partnerships within the green industry. Transitional Employment Advancement Program (TEAP)

TEAP is an “on-the-job training” program designed to help offset the cost of hiring and training your new hire. Qualified employers may be reimbursed for up to 50% of a new hire’s gross wages for as much as 6 months from the date of hire. MCDHS will provide support for the employee and the employer to ensure a successful transition to unsubsidized employment! For more information on TEAP click here.

Career Start, LLC

Career Start, LLC is a private employment firm that contracts with the Department of Human Services, serving job seekers in Monroe County trying to move from Public Assistance into the workforce. In 2009 Career Start, LLC placed over 500 public assistance applicants and recipients into full-time employment.
