Description of Duties

This is a senior level field position located at the Department of Transportation responsible for directing multiple crews at multiple job sites in assigned highway, bridge, signs, pavement markings, and culvert maintenance and repair projects.  Activities involve overseeing and performing road, bridge, culvert and storm sewer maintenance and repairs and sign and pavement marking installations and overseeing the data collection, documentation, or implementation of highway, sign, and/or pavement marking maintenance programs.  The employee reports directly to, and works under the general supervision of a General Foreman, Traffic Operations Supervisor, or other higher-level staff member.  General supervision is exercised over multiple work crews as required.  Employees may be required to work nights and weekends as needed.  Employees are required to lift material weighing in excess of fifty (50) pounds.  The work is performed under a variety of conditions such as changing weather and extremes of temperature.

Minimum Qualifications

Candidates must meet the following minimum requirements on or before the date of the written exam: 

Graduation from high school or possession of an equivalency diploma, plus EITHER:

  1. Graduation with an Associate's degree in Civil Technology, Construction Technology, Construction Engineering Technology, Engineering Science  or a closely related field plus one (1) year paid full-time or its part-time equivalent*** experience in maintenance, repair, or construction involving a combination of two (2) or more of the following skilled trades:  masonry, carpentry, pipe installation, asphalt paving, welding, metal fabrication, pavement marking installation, and sign installation, six (6) months of which must have involved the operation of heavy motor equipment, such as pavement stripers, bulldozers, graders, or rollers, and six (6) months of which must have been in a lead* or supervisory capacity**; OR,
  2. Three (3) years paid full-time or its part-time equivalent*** experience as defined in (A) above, six (6) months of which must have been in a lead* or supervisory capacity**; OR,
  3. An equivalent combination of education and experience as defined by the limits of (A) and (B) above.

*Lead role capacity is defined as someone who participates and leads and/or trains work crews, oversees projects, and/or directs and coordinates the work of others.

**supervisory capacity, for the purposes of these minimum qualifications, involves typical duties such as assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline.  The supervision aspects must be an integral part of the job, not incidental or occasional.

Anticipated Eligibility – Age and Educational Requirements:

According to Civil Service Law, section 54 which became effective September 4, 2024, applicants who are within 12 months of meeting the minimum age or attaining the minimum educational requirements following the date of examination, may take the civil service exam, but will be restricted from certification until such a time that the minimum age or educational requirements are met. Candidates will be required to provide proof of qualifying education and/or age within 12 months of exam date in order to be eligible for appointment from a certified list.

Special Requirements:

Possession of a valid New York State Class *B* Commercial Driver’s License (CDL) with airbrake.

Candidates will be required to pass a pre-employment drug test for employment with Monroe County Government.
