Land Use Decision-Making Training Program

The Monroe County Department of Planning and Development has offered a series of trainings related to land use decision-making every spring and fall since 1985! This program is designed for new board members to learn the basics of land use decision-making, for returning municipal board members to go deeper into specific areas of land use, and most classes offer something new for municipal officials and staff, agency personnel, planners, attorneys, architects, developers, engineers, landscape architects, surveyors, and citizens.

Each workshop is designed to satisfy New York State's four-hour annual training requirement for members of Planning Boards and Zoning Boards of Appeals. Some workshops also offer professional continuing education credits (noted when available). Workshops are generally held at Monroe Community College, Flynn Campus Center, Building 3 from 4:30 PM - 9:00 PM. Check-in begins at 4:00 PM. Dinner is around 6:00 PM.     Site Plan Review

    Topic: Types of plans and reviews; definitions and terminology; reading and interpreting plans; external plan review.

    Introduction to Land Use Law

    Topic: An overview of federal, state and county land use regulation; interplay with the State Environmental Quality Review Act; municipal land use regulation with a focus on Planning Board and Zoning Board of Appeals procedures, roles, responsibilities and functions; the courts and land use law.

    Introduction to Planning and Zoning

    When: TBD

    Topic: This session will familiarize you with the roots of planning and zoning, changes in planning in recent years, the purpose and goals of comprehensive planning, the purpose and goals of zoning, the interdependent relationship between planning and zoning, and your role as a Planning Board or Zoning Board of Appeals member. The session will integrate case studies to provide context on the role planning boards and zoning boards of appeals can play during the review of projects before them.
