Land Use Decision-Making Training Program

The Monroe County Department of Planning & Development will host four workshops as part of the Land Use Decision-Making Training Program for Fall 2020. Due to the ongoing COVID-19 Pandemic and social distancing protocols these workshops will be virtual and hosted through a video conferencing service. There will be no cost to attend the trainings this year.

The trainings will be two hours each and two courses will satisfy New York State’s four-hour annual training requirement for members of Planning Boards and Zoning Boards of Appeals. All attendees will receive a Certificate of Participation at the completion of the sessions. We will not be offering any professional training credits for these sessions.

You can sign up for any of the four sessions independently. This means you can enjoy the entire Land Use Law Series (Sessions 1 and 2) or Session 1 of Land Use Law and Session 1 of Introduction to Planning and Zoning, or any combination that suits your needs. All registered participants will receive an email a few days prior to the session with the meeting link and any meeting materials.

To participate you will need an internet connected device such as a computer, tablet, or smartphone and an email address. You are not required to have a microphone or camera. Opportunities for questions will occur via the chat function and answered before the session ends. Land Use Law Series

Session 1 - Introduction to Land Use Law - Part 1

Topic: An overview of federal, state, and county land use regulation; interplay with the State Environmental Quality Review Act; municipal land use regulation.

Session 2 - Introduction to Land Use Law - Part 2

Topic: This session will build on the first Introduction to Land Use Law session but focus on Planning Board and Zoning Board of Appeals procedures, roles, responsibilities and functions; the courts, and land use law.

Introduction to Planning and Zoning Series

Faculty: Jason Haremza, AICP, Senior Planner, Genesee/Finger Lakes Regional Planning Council; and Matthew Ingalls, AICP, ASLA, Principal Planner/Urban Designer, Ingalls Planning and Design  

Session 3: Planning and Zoning 101 

Topic: The session will include a brief history of planning and zoning. It will provide the basics of what a comprehensive plan is, and isn’t and will explain how a plan is made. It will then lay out the legal origins of zoning and explain the differences between the zoning code and the comprehensive plan and how they work in tandem.

Session 4: The Practice of Planning and Zoning

Topic: This session will build on Planning and Zoning 101 by using case studies to illustrate how comprehensive planning and zoning interact in practice. The faculty will walk attendees through specific examples and illustrate how the comprehensive plan and/or zoning code influenced decision makers such as planning staff and reviewing board members. Lastly, the session will introduce Hot Topics in planning and zoning that your community may be facing or encounter in the future.
