Monroe County Clerk’s Downtown Filing Office
The Monroe County Clerk’s Office is located in the County Office Building, at 39 West Main Street which is at the corner of West Main and Fitzhugh Streets, in Downtown Rochester.
This location has a self-service station that is open to the public and does not require a scheduled appointment. The station allows you to access all online DMV resources and transactions such as renewing a license or registration.

In addition to passport and new pistol permit application services, Monroe County veterans can also obtain their Veteran Discount Card at the County Clerk's office from 9:00 a.m. to 1:00 p.m.
The Veteran’s Discount Card program provides free photo ID cards to Monroe County veterans which provides them with access to discounted services at participating businesses throughout Monroe County as a way to help honor and support them for their service. Veterans can obtain their card by filing their original or certified copy of their discharge papers (form DD214) with the Clerk’s Office or by having the office confirm that the DD214 has already been filed.
Forms of Payment for Monroe County Clerk
The Monroe County Clerk’s Filing Office and Auto License Bureau accept cash, checks made payable to “Monroe County Clerk,” Visa, Master Card, and Discover.
When paying by check for U.S. Passports, two checks are required - one made payable to “U.S.. Department of State” and one made payable to “Monroe County Clerk.”
