About the Project
Monroe County is developing a Countywide Active Transportation Implementation Plan (CATIP) to advance safer, more connected walking, bicycling, and multimodal transportation options across the County.
Building on the Countywide Active Transportation Plan (CATP) completed in 2023, this effort focuses on identifying active transportation improvement opportunities within the County’s jurisdiction. The CATIP will translate the CATP’s vision into implementable actions, including specific County infrastructure improvements, supportive policies, and prioritized investments. These recommendations will be designed for integration into future capital programs and roadway maintenance projects.
Project Background
Monroe County has taken important steps to make walking, biking, and using mobility devices safer and more accessible. The Monroe County Department of Transportation applies a Complete Streets Policy to all County road projects, helping ensure that roads are designed for all road users, including pedestrians, cyclists, not just drivers. In 2021, the County also adopted a 3-foot passing law to better protect people biking.
Across the county, many local communities are working toward the same goal. In addition to County’s Countywide Active Transportation Plan (CATP), more than 10 municipalities have developed their own plans to support walking and biking. Local and regional efforts have also highlighted the need for better transportation options. For example, the 2018 report Transportation and Poverty in Monroe County identified the need to enhance and expand multi-modal transportation activity in the County, as employment is no longer centrally located in urban centers. This underscores the need for an active transportation network that spans the County and netter connects communities.
At the same time, transit improvements like the Reimagine RTS initiative are helping reshape how people move around the region - creating new opportunities to better connect walking and biking with transit, especially for first- and last-mile trips.
Building on existing efforts, the CATIP aims to advance County’s initiative into its next phase - turning vision into action by identifying specific improvements that can be implemented on County roads.

Project displays will be available, and Monroe County representatives will be on hand to answer questions and discuss the project.

Monroe County Countywide Active Transportation Plan
Monroe County, in partnership with Genesee Transportation Council, has completed its first Countywide Active Transportation Plan (CATP) for Monroe County in 2023. The CATP provides the County with an equity-focused, data-driven framework for achieving desired changes to the County's non-motorized transportation network. This includes recommendations for new or revised policies, tools for decision-makers, and transportation infrastructure investments.
The Monroe County CATP builds upon recent and ongoing transportation planning initiatives, including the City of Rochester Comprehensive Access Mobility Plan (2020), Monroe County Complete Streets Policy (2020), the County's "Carrie Ray’s 3-Foot Passing Law" (2021), Reconnect Rochester's "Transportation and Poverty in Monroe County” (2018), multiple town/village-scaled Active Transportation Plans, and the concurrent development of the Rochester Active Transportation Master Plan. The Plan strikes a balance between several community planning priorities, including racial equity/social justice, sustainability, and accessibility. A central goal of the Monroe County CATP is to identify equitable active transportation solutions and provide a roadmap for the County to improve the active transportation infrastructure.
