Description of Duties

This administrative position is responsible for establishing the strategic direction of high priority research and evaluation projects within Monroe County. This employee reviews and provides final approval of new research development initiatives as well as the planning and oversight of the Research Strategy and Development plan of work. The responsibility of this employee is to deliver the research results of highest priority, complex questions by aggregating disparate community and programmatic data and employing scientific research methods to evaluate outcomes, or the lack thereof, and generate broad community participation for needed action. Employee reports to Director of Finance or other executive-level staff member. General supervision is exercised over research team staff.

Minimum Qualifications

Candidates must meet the following minimum requirements on or before the date of the written exam: 

Graduation from high school or possession of an equivalency diploma plus, EITHER:

  1. Graduation with a doctorate plus three (3) years paid full-time or its part-time equivalent** professional* experience in a government setting involving budget preparation or budget analysis and the execution of community engagement projects, all of which must have been in a supervisory capacity; OR,
  2. Graduation with a Master’s degree plus five (5) years paid full-time or its part-time equivalent** professional* experience as outlined in (A) above, all of which must have been in a supervisory capacity; OR,
  3. An equivalent combination of education and experience as defined by the limits of (A) and (B) above.

*Professional experience for the purposes of these minimum qualifications, does not include secretarial/clerical or similar experience.
