Description of Duties

This is a senior level position in the department of Human and Health Services responsible for supervising a technical and clerical staff of a service team or may involve complex client management activities related to social case work services such as protective services, foster care, adoption, day care and preventive services.  This level differs from the lower, Caseworker, in its responsibility for team supervision, specialized pre-assessment duties and quality control activities in the form of reviewing for compliance and “signing off” on client management plans.  Work includes interviewing clients, monitoring client progress and amending client plans as necessary.  Work is performed and client recommendations are made, within defined guidelines with leeway allowed for interpretation and application. The work may involve consultation with Program Specialists.  The employee reports directly to and works under the general supervision of a higher-level staff member.  General supervision is exercised over a technical and clerical staff of a service team.

Minimum Qualifications

Candidates must meet the following minimum requirements on or before the date of the written exam: 

Graduation from high school or possession of an equivalency diploma, plus EITHER:

  1. Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Social Work, Psychology or related field, plus one (1) year of paid full time or its part time equivalent* experience as a social caseworker or care coordinator with a recognized public or private social service agency; OR,
  2. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Social Work , plus two (2) years experience as defined in (A); OR,
  3. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree, plus three (3) years experience as defined in (A); OR,
  4. Any equivalent combination of training and experience as defined by the limits of (A) and (B) and (C) above.

Anticipated Eligibility – Age and Educational Requirements:

According to Civil Service Law, section 54 which became effective September 4, 2024, applicants who are within 12 months of meeting the minimum age or attaining the minimum educational requirements following the date of examination, may take the civil service exam, but will be restricted from certification until such a time that the minimum age or educational requirements are met. Candidates will be required to provide proof of qualifying education and/or age within 12 months of exam date in order to be eligible for appointment from a certified list.

Special Requirements:

If you are appointed, you will be required to possess a valid New York State license to operate a motor vehicle or otherwise demonstrate your ability to meet the transportation needs of the position.

Candidates will be required to pass a pre-employment drug test for employment with Monroe County Government.
