Description of Duties

This position is located at the Department of Environmental Services, Division of Pure Waters and is responsible for performing a variety of duties related to the installation, operation, maintenance and repair of sewer collection systems and related structures.  Assignments are made in any unit within the Division including administration, laboratory, field operations, pump stations, and/or a wastewater treatment plant and involve manual labor, report preparation, inputting data, laboratory testing, sampling and other duties related to the unit assigned.  Duties also involve monitoring and inspecting materials for conformance to specifications, inspecting construction activities in progress, and developing estimates and reports.  This position differs from Pure Waters Technician by virtue of the performance of more complex duties such as evaluating sewer systems, developing methods related to sewer system processes, and independently conducting inspections of various wastewater components and processes.  The employee reports directly to, and works under the general supervision of the Sewer Collection Manager, Sewer Collection Supervisor or other higher-level staff member. Lead supervision may be exercised over Pure Waters Technicians, Motor Equipment Operators and other staff.

Minimum Qualifications

Candidates must meet the following minimum requirements on or before the date of the written exam: 

Graduation from high school or possession of an equivalency diploma plus EITHER:

  1. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Engineering Science, Civil Engineering Technology, Construction Technology, Mechanical Engineering Technology,  Chemical Engineering Technology, Instrumentation Technology,  Environmental Science or a closely related field, or one of the natural sciences (physical and biological); OR,
  2. Graduation from a regionally accredited or New York State registered college or university with an Associate's degree in one of the fields mentioned in (A) above, plus two (2) years paid full-time or its part-time equivalent** experience in engineering or construction that involved project evaluation*, surveying, or interpretation of plans and specification technology, wastewater collection, wastewater conveyance or wastewater treatment; OR,
  3. An equivalent combination of education and experience as defined by the limits of (A) and (B) above.

*project evaluation, for the purposes of these minimum qualifications,  involves determining the most efficient methods and procedures necessary to complete projects according to project goals and within contract or other limitations.

Anticipated Eligibility – Age and Educational Requirements:

According to Civil Service Law, section 54 which became effective September 4, 2024, applicants who are within 12 months of meeting the minimum age or attaining the minimum educational requirements following the date of examination, may take the civil service exam, but will be restricted from certification until such a time that the minimum age or educational requirements are met. Candidates will be required to provide proof of qualifying education and/or age within 12 months of exam date in order to be eligible for appointment from a certified list.

Special Requirements:

Must obtain a New York Environmental Association Grade 1 Wastewater Collection Systems Operator Certificate during the probationary period.  Failure to possess the above certificate during the probationary period will result in separation from the position.

If you are appointed, you will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your capacity to meet the transportation needs of the position.

Candidates will be required to pass a pre-employment drug test for employment with Monroe County Government.
