Dinolfo Announces LadderzUp Funding Approved by Imagine Monroe

Monroe County Executive Cheryl Dinolfo announced that Imagine Monroe approved funding at its monthly board meeting for LadderzUp, a new job training and job placement program developed by Imagine Monroe and operated in partnership with Monroe Community College (MCC). LadderzUP leverages Imagine Monroe and MCC’s resources and expertise to provide ladders of educational and training opportunities aligned with current and future job openings in high-demand industries for Monroe County residents. LadderzUp was announced at the State of the County address in May and was created as part of Monroe County’s innovative job creation efforts.

"A trained and skilled workforce is a tremendous asset to our local economy," said Dinolfo. "LadderzUp builds on the idea that education and training enable individuals to move up the economic ladder and connects people with tailor-made job training programs that directly lead to job placements in businesses currently hiring employees. When businesses are looking to locate or expand in Monroe County, they need and expect a fully-trained workforce and LadderzUp helps make that possible."

Imagine Monroe will provide $355,000 to support a minimum of 45 individuals with accelerated education and training focused on advanced manufacturing, health care, and information technology. As the program expands, LadderzUp will extend training and educational options to include credit and noncredit programs in a variety of in-demand job fields. Upon completion of the program, participants will be prepared for immediate entry into a new career. This investment represents first-year funding that will shrink by half in subsequent years once the program is up and running.

Additionally, Imagine Monroe approved assistance for four local economic development projects.

P & L Linden, LLC (P&L), is proposing to purchase and renovate 800 Linden Avenue in the Town of Pittsford for a related entity, KAFL, Inc. (KAFL). KAFL is a wholesale insurance brokerage agency which offers services in the areas of life, long term care, disability, annuities, and employee benefits to licensed insurance brokers nationwide. The 10,500 square foot facility will provide a more efficient work flow for KAFL, Inc. The project will impact 29 FTEs and is projected to create 9 new FTEs over the next three years. The applicant is seeking approval of a sales tax exemption, mortgage recording tax exemption and property tax abatement on the increase in assessment. The job creation requirement is 3 full-time jobs. KAFL, the tenant, has been approved for sales tax exemptions on $250,000 of purchases for interior renovations, equipment and furniture.

Simonetti Properties & Management, LLC (Simonetti) a development company, is proposing to construct an urgent care facility to be operated by the University of Rochester Medical Center/Strong Memorial Hospital (U of R) located at 2047 W. Ridge Rd. in the Town of Greece. The 5,600 square foot facility will provide outpatient care for the treatment of acute and chronic illnesses and injuries. Simonetti will provide the building shell and U of R will complete all interior renovations. U of R has received a certificate of need from the NYS Department of Health for this project. The project is projected to create 17 new full-time jobs over the next three years. The applicant has been approved for sales tax exemptions and property tax abatement. The job creation requirement is 1 full-time job. The tenant’s purchases are not subject to sales tax.

Quality Vision International (QVI) is in the final phase of a 5-year renovation and expansion project at their campus on Hudson Avenue in the City of Rochester. The current project involves the construction of a 43 space parking lot, a new building to accommodate two production machines, and a new warehouse to store the materials required to build their products. QVI, designer and manufacturer of optical and multisensory coordinate measuring machines, was founded in Rochester in 1945 and has been at the Hudson Avenue location since 1973. The $2,916,534 project will retain 10 full-time jobs, and will continue to support the existing 308 employees at this City location. The applicant has been approved for a sales tax exemption only on eligible expenditures.

NYDOC Group, LLC (NYDOC), a document destruction company, is proposing to purchase production equipment and renovate their facility in the City of Rochester. NYDOC provides confidential services to customers throughout Upstate New York. The $285,500 project will impact 1 full-time job, and is projected to create 8 new full-time jobs over the next three years. NYDOC has been approved for a GreatRebate on the equipment purchase through the Monroe County Industrial Development Corporation, and is approved for the EquiPlus sales tax exemption.

The EquiPlus program combines the investment incentives of the GreatRate and GreatRebate programs with the sales tax exemptions offered through Imagine Monroe. Companies that receive GreatRate or GreatRebate benefits through MCIDC for the purchase of equipment can receive an additional sales tax exemption on the purchase of that equipment through Imagine Monroe.

JobsPlus is a tax abatement program that, in addition to sales tax exemption and/or mortgage tax exemption, provides 90% abatement on increased assessment associated with the project in the first year, decreasing 10% per year for a ten-year period.

Imagine Monroe is a not-for-profit, public benefit corporation and governmental agency. Its purpose is to actively promote, encourage, attract, and develop job opportunities in the community, by encouraging established businesses to expand locally and attracting new industries to the Monroe County area. Imagine Monroe incentives apply toward the purchase of land and construction of new facilities, the expansion of existing buildings, the purchase of new machinery and equipment, as well as the renovation of existing facilities.
Imagine Monroe does not lend any money to these projects, and projects receiving assistance are required to use 100% local labor. Assistance is provided through tax exemptions and abatements, and access to lower interest rates through tax-exempt bond issues. Imagine Monroe provides this assistance without any taxpayer dollars. Income is generated by the fees charged to applicants. These monies have been reinvested in the community to advance economic growth and job creation.
